According to state government agencies, there is no one who can say a school is "compliant" or "out of compliance" with the Illinois Campus Security Enhancement Act, because of the way the law was written. ChicagoTalks reporters contacted every school in Cook County in Fall 2011 and, based on requirements of the law, determined school compliance by the information provided.
